17 y.o. girl needs rush emancipation: Evil dad refuses to sign daughters travel visa to punish his ex-wife.?

Help. My friends daughter will be 18 July 15th, is a 4.0 student, and has earned enough money to pay her way on a trip to Australia in early June. She has been living with her mother since the divorce 5 years ago. Father made NO support payments or shared vet benefits on either of his children, harasses and threatens his ex-wife, from filing expensive, frivilous lawsuits to actually offering $5,000 to a ex-employee to have her killed in Mexico (she has a business there). Now he won't let his daughter go unless her mother goes through his expensive attorney. He is leaving for Vietnam for 6months in 2weeks. Can papers be filed to emancipate her before her trip, or to force him to stay in the country until court could decide? If it inconvenienced him he would just sign it off. She so deserves to go, and this just isn't fair.

does mom have sole custody? if he did not pay support he may not have joint custody. mom may not need him to allow her daughter to leave the country. if he leaves the country he wont be available to contest a court order. tell mom to contact the court or a lawyer.
