A few years ago the california gov passed some kind of law about teaching english?

in the classroom to non english speaking students.something like they have one year to learn the language and there are no bi-lingual classes. does anyone know the specifics about this or what it's called? i'm curious. thanks in advance.

I think this is what you are looking for: California Education Code section 305, adopted following the passage of Proposition 227 in 1998. The statute looks like it's still good law. Here's how it reads:

Subject to the exceptions provided in Article 3 (commencing with Section 310), all children in California public schools shall be taught English by being taught in English. In particular, this shall require that all children be placed in English language classrooms. Children who are English learners shall be educated through sheltered English immersion during a temporary transition period not normally intended to exceed one year. Local schools shall be permitted to place in the same classroom English learners of different ages but whose degree of English proficiency is similar. Local schools shall be encouraged to mix together in the same classroom English learners from different native-language groups but with the same degree of English fluency. Once English learners have acquired a good working knowledge of English, they shall be transferred to English language mainstream classrooms. As much as possible, current supplemental funding for English learners shall be maintained, subject to possible modification under Article 8 (commencing with Section 335) below.

Emersion is the best way to learn a language. If you were to go live in Japan, for example, do you think they would bend over backwards to make special classes for you in English? I don't think so. You would learn Japanese. When one MUST learn a language it is amazing how fast they can learn. That is especially true of kids.

My maternal grandfather was born of Canadian French parents. While he was born in the US his parents spoke only French to him and his brothers. They died when he was only 7 years old. He went into an Catholic orphanage where the nuns refused to speak French to them. It was amazing, according to him, how after their first day of whining and carrying on in French that they were able to learn English and very quickly. Of course had there been a real problem and someone needed to speak to them in French there were some nuns who could but they were in America and so they spoke English. I wish those coming across our Southern border would learn English instead of expecting everyone else to learn Spanish.
